Mexican parties don't meet women candidate quotas

(AP) ? Two of Mexico's three largest political parties have said they have not been able to comply with a legal requirement to reserve 40 percent of their congressional candidacies for women, electoral authorities said Saturday.

The position taken by the governing National Action Party, the former ruling Institutional Revolutionary Party and the smaller Green party were the latest chapter in a decade-long struggle to increase women's participation in Mexican politics.

The announcement comes, ironically, as President Felipe Calderon's National Action Party is the country's first major political party to nominate a female candidate for the presidency. Josefina Vazquez Mota is running No. 2 in opinion polls, but generally trails the Institutional Revolutionary Party's candidate by about 10 points.

Leonardo Valdes, the president of Mexico's federal electoral institute, said the three parties had notified him Thursday and Friday that they couldn't meet the requirement.

Valdes said the parties could face "various legal consequences that would affect their participation" in July 1 presidential, senatorial and congressional elections, but did not specify what those consequences might be.

Federal Electoral law says authorities can refuse to register slates of candidates that don't include enough women.

However, the three parties argue that they filled some of their candidacies by primary votes and note that another legal provision exempts candidacies selected in that manner from the gender quota.

Mexico's other large party, the leftist Democratic Revolution Party, appeared ready to comply with the quota.

Mexican parties have struggled to comply with at least the letter of the law since gender requirements were first enacted a decade ago.

Some have been know to run the wives or girlfriends of male politicians for Congress, with the husbands or boyfriends listed as "deputy" or "reserve" replacements should the candidate resign. Upon winning election, the women ? known popularly as "Juanitas" ? promptly resign or take a leave of absence and allow the men to take their seats.

Al-Qaida says it killed American teacher in Yemen

(AP) ? Al-Qaida's Yemen branch said Thursday that it killed an American teacher because he was trying to spread Christianity in the mainly Muslim Arab nation.

Joel Shrum, a 29-year-old native of Mount Joy, Pennsylvania, was gunned down on Sunday in the central city of Taiz, where he had been living with his wife and two sons. He was studying Arabic and teaching English at a language institute.

The claim of responsibility, which was posted on a militant website, comes as the terror network increasingly has sought to exploit the political turmoil in the Arab world's most impoverished nation.

"It was God's gift for the mujahedeen to kill the American Joel Shrum who was actively proselytizing under the cover of teaching in Taiz," said the statement by al-Qaida in the Arabian Peninsula, as the terror network's Yemen branch is formally known.

The slain teacher had worked at the International Training and Development Center, which was established in the 1970s and is one of the oldest foreign language institutes in Yemen.

A text message that circulated by mobile phone in Yemen after his killing said "holy warriors" had killed "a senior missionary" in Taiz, the country's second most populous city after the capital Sanaa.

Shrum's parents, who reside in Harrisburg, Pennsylvania, say he went to Yemen in 2009 to learn Arabic, not to proselytize, and became passionate about teaching business skills to Yemenis.

A colleague at the language center, who spoke on condition of anonymity for fear of reprisal, said Shrum used to encourage Yemenis to stay true to their Islamic faith and did not try to convert people to Christianity.

He said Shrum not only taught Yemenis English, but would often buy students books and assist them in learning computer skills.

Hundreds of youth activists and other protesters marched Tuesday through Taiz demanding justice for the Shrum. They carried photos of Shrum as they marched through the city's streets, chanting, "Yemen is not a place for terrorism. We love you Joel!"

Al-Qaida in the Arabian Peninsula said it would not allow Christian proselytizing to continue in Yemen and threatened to attack other U.S. citizens and interests if the United States does not stop aiding Israel, viewed as an enemy by most Arab nations.

"The United States, its infidel subjects and interests, are legitimate targets for our jihad until it ends its war against Islam and Muslims, starting with its aid for Jews in Palestine and recurring crimes in Iraq, Afghanistan, Somalia and Yemen."

The statement's authenticity could not be verified, but it was issued by al-Fajr, the media arm of al-Qaida, and posted on a website that routinely carries militant statements.

Al-Qaida and other militant groups are active in Yemen, located on the southern tip of the Arabian Peninsula. Yemen has suffered a breakdown of security during a yearlong uprising that eventually led to the ouster of the country's president last month after 33 years of authoritarian rule.

Since he stepped down last month, the former leader, Ali Abdullah Saleh, has been accused by the opposition of meddling in the country's affairs. They also accuse his loyalists in top security positions of allowing and at times possibly encouraging militant attacks as a means of eroding the capabilities of the new national unity government.

Realtors Using MLS Reach a Deal | Agents Realtors

Do you understand what MLS is and how it relates to real estate? Unless you?re a licensed real estate professional, you may not. Here is a basic definition outlining exactly what MLS is:

An MLS, otherwise referred to as a multiple listing service or multiple listing system, is a real estate tool that does not include listings that are sold by the individual property owner. However, real estate listings for all properties in a given area are provided. An MLS website, like the one used in Canada, provides all of these listings online. More often than not, ML websites are only accessible to licensed realtors. A fee must be paid in order to use, or view, the database intended for listing.

There are news stories related to real estate and MLS covered frequently throughout Canada. One of which includes the Canadian Real Estate Association (CREA) reaching a deal with Canada?s competition bureau in an effort to change the way selling Canadian homes occurs.

In order for homeowners interested in selling their properties to do so in an economic way, the principle of the agreement outlines they should have more affordable access to an MLS (multiple listing service) website.

Access to the MLS website has been a bone of contention between the CREA and the bureau for many years. The MLS website is owned by the CREA in Canada. According to statistics, approximately 90 percent of residential property sales are attributed to use of this website.

The original rules outlined by the CREA in previous years required all homeowners to purchase a standard set of services, some of which were an unnecessary expense to some users. A lot of homeowners were disappointed by this reality because they did not want to pay the MLS anything more than what was absolutely necessary.

One such homeowner issued a public statement commenting about how a real estate agent wanted a commission, so she didn?t want to sign up for the services. The Competition Bureau disputes this, though, and stated the rules do not compete. The bureau believes the real estate agents are penalized, and the consumers aren?t provided with enough choices for services.

The commissioner of competition announced in a separate news release that consumers should be able to choose which services they want from the real estate agent, and the ratified agreement should reflect this. The commissioner concluded by saying that the consumer should only have to pay for these choices.

The ratification would benefit real estate agents in that they can offer a substantially higher number of services, as well as affordable pricing in order to ensure their customers? needs are adequately met.

The battle continued between the CREA and the Competition Bureau for months, and came to a screeching halt when the bureau demanded the agreement be legally binding, or it would not be accepted.

An agreement was reached, however, and it was approved by the board of directors. However, the CREA?s 90,000 members still need to ratify the agreement. On Oct. 24, 2010, a meeting was scheduled to do so. The President of the CREA states that extensive negotiations are what helped bring this agreement to fruition.

Oil rises to near $107 after US crude supply drop

SINGAPORE (AP) ? Oil prices rose to near $107 a barrel Wednesday in Asia after a report showed U.S. crude supplies fell unexpectedly, a sign demand may be improving.

Benchmark oil for May delivery was up 61 cents to $106.68 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell $2.49 to settle at $106.07 per barrel in New York on Tuesday after Saudi Arabia said it could pump more oil to cover any shortages.

Brent crude for May delivery was up 32 cents at $124.44 a barrel in London.

The American Petroleum Institute said late Tuesday that crude inventories fell 1.4 million barrels last week, breaking a two-month trend of growing supplies. Analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had predicted an increase of 2.1 million barrels.

Inventories of gasoline fell 1.4 million barrels last week while distillates rose 600,000 barrels, the API said.

The Energy Department's Energy Information Administration reports its weekly supply data later Wednesday.

Saudi Arabia, the world's largest crude producer, said Tuesday it can quickly boost output by 25 percent if there is a sudden disruption in global supplies. Crude has jumped from $75 in October as traders worry a military conflict over Iran's nuclear program could cut that country's crude exports.

The European Union and the U.S. have imposed sanctions that make it tougher for Iran to sell its oil. In response, Iran has threatened to block oil shipments in the Strait of Hormuz, through which a fifth of world's oil supplies pass.

Kuwait said Tuesday it is increasing crude production and that Iran has assured its neighbors that it won't block the vital waterway.

"The Saudis have been cranking up output, presumably in an attempt to dampen further price increases," energy consultant and trader Ritterbusch and Associates said in a report. However, "increased output won't necessarily reduce the Iranian risk premium."

In other energy trading, heating oil was up 0.7 cent at $3.26 per gallon and gasoline futures gained 0.7 cents at $3.36 per gallon. Natural gas added 0.3 cents at $2.34 per 1,000 cubic feet.

Church Puts Legal Pressure on Abuse Victims' Group - Laurie ...

Turning the tables on an advocacy group that has long supported victims of pedophile priests, lawyers for the Roman Catholic Church and priests accused of sexual abuse in two Missouri cases have gone to court to compel the group to disclose more than two decades of e-mails that could include correspondence with victims, lawyers, whistle-blowers, witnesses, the police, prosecutors and journalists.

The group, the Survivors Network of those Abused by Priests, known as SNAP, is neither a plaintiff nor a defendant in the litigation. But the group has been subpoenaed five times in recent months in Kansas City and St. Louis, and its national director, David Clohessy, was questioned by a battery of lawyers for more than six hours this year. A judge in Kansas City ruled that the network must comply because it ?almost certainly? had information relevant to the case.

The network and its allies say the legal action is part of a campaign by the church to cripple an organization that has been the most visible defender of victims, and a relentless adversary, for more than two decades. ?If there is one group that the higher-ups, the bishops, would like to see silenced,? said Marci A. Hamilton, a law professor at Yeshiva University and an advocate for victims of clergy sex crimes, ?it definitely would be SNAP. And that?s what they?re going after. They?re trying to find a way to silence SNAP.?

Lawyers for the church and priests say they cannot comment because of a judge?s order. But William Donohue, president of the Catholic League for Religious and Civil Rights, a church advocacy group in New York, said targeting the network was justified because ?SNAP is a menace to the Catholic Church.?

Mr. Donohue said leading bishops he knew had resolved to fight back more aggressively against the group: ?The bishops have come together collectively. I can?t give you the names, but there?s a growing consensus on the part of the bishops that they had better toughen up and go out and buy some good lawyers to get tough. We don?t need altar boys.?

He said bishops were also rethinking their approach of paying large settlements to groups of victims. ?The church has been too quick to write a check, and I think they?ve realized it would be a lot less expensive in the long run if we fought them one by one,? Mr. Donohue said.

However, a spokeswoman for the United States Conference of Catholic Bishops, Sister Mary Ann Walsh, said Mr. Donohue was incorrect.

?There is no national strategy,? she said, and there was no meeting where legal counsel for the bishops decided to get more aggressive.

Mr. Clohessy and others founded the survivors network as a loose collective of volunteers who had been victimized by Catholic priests. Their goal was to help others grapple with the emotional and psychological fallout. They make referrals to therapists and lawyers, and hold protests outside church offices.

Thousands of Copts crush into cathedral after pope's death

The bells tolled on Saturday as tearful Christians crushed past the Cairo cathedral's gate hours after Pope Shenuda III's death, to get a glimpse of the man they called "father" in an uncertain time for the Egyptian minority.

Within an hour of the announcement of his death, traffic was jammed for kilometres leading to the St Mark's Cathedral, where the spiritual leader of the region's largest Christian minority was based.

The Copts, increasingly tight-knit in the face of assertive Islamists, displayed the crosses many have had tattooed on their wrists to get inside the church grounds and to the steps of Shenuda's offices, where they were told the pope's body lay waiting for the funeral.

"We love you, Father," they chanted, hoping for a final glimpse of the pontiff who led their community since 1971.

"The pope is wise, he was the father every young man, woman, widows and the orphaned," said Emil Essam, 28, his eyes red from sobbing.

"We have had many crises, and he gave us wisdom throughout all of them. He prayed for us throughout our oppression," he said, turning his back to Shenuda's offices to face east to pray.

The men and women chanted a mournful hymn in the ancient Coptic language and Arabic.

"They're saying: 'God please save us, oh Jesus," said Isaac Zakaria, an 18-year-old university student.

"He was like my father. He was wise, and very open-minded. There will be no one like him in the future," he said.

Outside, policemen stood guard with sniffer dogs to detect explosives, a reminder of the dangers faced by the ever more beleaguered Christians in the Muslim majority country.

Shenuda had come under unprecedented criticism by his flock after a suicide bombing killed more than 20 churchgoers in January 2011, weeks before a popular uprising ousted president Hosni Mubarak.

He risked some of his credibility by supporting the increasingly unpopular dictator, and with his calls to turn the other cheek despite increasing sectarian attacks.

Years earlier, the pope had been placed under house arrest by Mubarak's predecessor Anwar Sadat, who Shenuda denounced for courting Islamists.

But Mubarak, the Coptic Church believed, acted as a bulwark against the fundamentalists who questioned the Christians' equality in Egypt.

Misgivings about Shenuda's positions were overshadowed by a series of deadly blows against the Christians after the uprising that overthrew Mubarak.

Those attacks culminated in a bloody clash in October with soldiers that left at least 20 Coptic protesters dead. They had been protesting against an earlier attack on a church in southern Egypt.

On Saturday, the mourners said Shenuda had helped unite the country.

"He was a patriot, first and foremost," said Osama Gamal.

US: NKorea planned rocket launch a 'deal-breaker'

PYONGYANG, North Korea (AP) ? North Korea plans to blast a satellite into space next month to mark the centenary of the birth of its founder, Kim Il Sung, which the U.S. quickly called a "deal-breaker" for a new agreement where the U.S. would exchange food aid for nuclear concessions.

After Friday's surprise announcement, the United States warned it would not send food aid to North Korea if it goes ahead with the long-range rocket launch, and U.N. Security Council members said it may violate sanctions.

The North agreed to a moratorium on long-range launches as part of the food deal with Washington, but argues that satellite launches are part of a peaceful space program that is exempt from international disarmament obligations. The U.S., South Korea and other critics say the rocket technology overlaps with belligerent uses and condemn the satellite program as a disguised test of military missiles in defiance of a U.N. ban.

The launch is to take place three years after a similar launch in April 2009 drew widespread censure.

State Department spokesman Victoria Nuland said the U.S. now had "grave concerns" about the Feb. 29 agreement under which the North agreed with the U.S. to nuclear concessions and a moratorium on long-range missile tests in return for 240,000 tons of food aid.

Nuland said a rocket launch would call into question North Korea's good faith. She said that during the negotiations for the U.S.-North Korea agreement, "we made clear unequivocally that we considered that any satellite launch would be a deal-breaker."

Britain's U.N. Ambassador Mark Lyall Grant, the current Security Council president, said the rocket launch would violate U.N. sanctions.

U.N. Secretary-General Ban Ki-moon urged North Korea to reconsider its decision "in line with its recent undertaking to refrain from long-range missile launches," U.N. spokesman Martin Nesirky said.

Japan and Russia also urged Pyongyang to abandon the launch, calling it a violation of a U.N. resolution restricting the North's use of ballistic missile technology, and South Korea's Foreign Ministry called the plans a "grave provocation."

"We call on Pyongyang not to put itself in opposition to the international community," the Russian Foreign Ministry said in a a statement.

Liftoff will take between April 12 and 16 from a west coast launch pad in North Phyongan province, a spokesman for the Korean Committee for Space Technology said in a statement carried by state media.

He said the launch would be part of celebrations marking the April 15 centenary of the birth of North Korea's founder, Kim Il Sung.

"This is a grand event that shows off our national power," Pyongyang officer worker Choe Myong Suk told The Associated Press as rain fell in the North Korean capital Friday. "We can say that our country has proudly joined the ranks of developed countries."

North Koreans often repeat official state slogans when asked their views of current events.

Pyongyang's announcement comes as North Korea's new leader, Kim Jong Un, seeks to solidify his rule of the nation of 24 million people in the wake of father Kim Jong Il's death in December.

"The window for the launch is important in terms of the domestic politics of the North," said Daniel Pinkston, an expert on North Korea's weapons programs at the International Crisis Group. He said the launch serves to underline North Korea's military capabilities and reinforce Kim's fledgling rule.

Kim Jong Il began grooming the son to take over as leader after suffering a stroke in 2008. Footage aired Friday on state-run TV showed Kim Jong Un observing the 2009 rocket launch.

Such a launch aims to reinforce unity at home by provoking new tensions that will allow its leadership to portray the country as beset by hostile forces. A third nuclear test could be next, Pinkston said.

The launch also jeopardizes the recent food aid deal with the U.S., he said.

"I can't see how the U.S. is going to deliver this food aid," he said. "I think this is going to kill it."

North Korea agreed last month to suspend uranium enrichment, place a moratorium on nuclear and long-range missile tests, and to allow back U.N. weapons inspectors in exchange for much-needed food aid. Uranium enrichment is one way to make atomic bombs. In the past North Korea has also weaponized plutonium for nuclear devices.

The U.S. comments on Friday did leave the door open for the agreement to go ahead if the North did not conduct the launch.

Nuland said the U.S. envoy on North Korea, Glyn Davies, spoke overnight to other partners in the ongoing six-nation talks on North Korea ? China, Japan, Russia and South Korea. She said they all agreed to "use their influence" to encourage the North "not to violate their international obligations and to recommit to the leap day agreement. We'll see if that is the way this goes."

North Korea called the April 2009 launch a bid to send a communications satellite into space, but it was widely viewed in the West as a violation of U.N. Security Council resolutions prohibiting North Korea from engaging in nuclear and ballistic missile activity.

Shortly after the 2009 launch from an east coast station, Pyongyang declared that it would abandon six-nation negotiations on offering the North aid and concessions in exchange for nuclear disarmament. And weeks later, North Korea tested a nuclear device, the second in three years ? earning the regime tightened U.N. sanctions.

Japan's Foreign Minister Koichiro Gemba said going ahead with the launch would harm peace and stability in the region. Japan has set up a crisis management task force to monitor the situation and is cooperating with the U.S. and South Korea.

North Korea is proud of its nuclear and missile programs, which it claims are necessary to protect itself against the United States, which stations more than 28,000 troops in South Korea and has more troops as well as nuclear-powered warships in the region.

"This is an event that shows how strong our self-reliant economy is," Pyongyang resident Song Jong Chol told AP. "This is the happiest of happy occasions."

North Korea and the United States fought on opposite sides of the three-year Korean War, which ended in a truce in 1953. They have never signed a peace treaty.

North Korea is believed to have enough weaponized plutonium for four to eight "primitive" atomic bombs, according to scientist Siegfried Hecker of the Center for International Security and Cooperation at Stanford University. Pyongyang also announced in 2009 that it would begin enriching uranium, and revealed the facility to Hecker in November 2010.

Scientists believe North Korea is working toward building a device small enough to mount on a rocket capable of reaching the United States. The same rocket used for a satellite could be used for a long-range missile.

The North Korean space committee spokesman said a Kwangmyongsong-3 satellite designed to orbit the earth will be mounted on an Unha-3 rocket from the Sohae station in Cholsan County. He called it a "working" satellite that was an improvement over two previous "experimental" satellites.

The spokesman said North Korea would abide by international regulations governing the launch of satellites for "peaceful" scientific purposes and that an orbit was chosen to avoid showering debris on neighboring nations.

North Korea provided similar notice in 2009, but launched the rocket over Japan despite warnings from world leaders that it would set the nation on a path of isolation.

In 2009, North Korea said an experimental communications satellite mounted on a rocket was sent into space playing "Song of Gen. Kim Il Sung" and "Song of Gen. Kim Jong Il."

The U.S. North American Aerospace Defense Command and South Korea's Defense Ministry said no satellite made it into orbit.

South Korea is due to host the Nuclear Security Summit in Seoul in two weeks, and North Korea's nuclear program was expected to be discussed on the sidelines of the gathering.

Howard waives opt-out clause, staying with Magic

ORLANDO, Fla. (AP) ? Magic center Dwight Howard has finally put an end to the back-and-forth NBA roller-coaster ride that he had taken Orlando on for the past four months.

At least temporarily.

Howard's 11th-hour decision before Thursday's trade deadline to waive the early termination option in his contract means he has a deal with the only franchise he's known at least through next season.

"I'm glad this is finally over," Howard said at a news conference to announce the new pact. "...It's not as easy as some people think. It's been very hard. We're talking a career-changing event. Most people don't see that.

"I'm very loyal and I've always put loyalty above anything."

But loyalty only goes so far, the Magic wanted it in writing.

Had Howard not signed the papers, he would have been gone.

"It was real," Orlando general manager Otis Smith said of the possibility of dealing Howard before he signed the waiver. "We weren't rolling the dice."

But unless the Howard and the Magic can reach a long-term deal before next season begins, they're start right where they left off before Thursday. And it hasn't been pretty.

The Magic organization trudged through repeated closed door waffling on Howard's part about a desire to play with multiple teams and players, the city hosted an awkward All-Star weekend and pacifying a patient fan base.

Teammates have been frustrated and the situation has had an already intense Stan Van Gundy ready to blow a gasket having to answer ? or refusing to answer ? daily questions about Howard's status.

Even Howard's mother chimed in at one point during the drama, saying that she thought her son should remain in Orlando.

The saga continued until just hours before the trade deadline.

It was originally thought by both the Magic and league office that both Howard and agent Dan Fegan had to sign the forms. But turns out only Howard's signature was needed, opening the door for one more possible change of heart.

Though he had previously alluded to "getting bad advice" from people around him, Howard refused to touch the subject Thursday.

"It doesn't matter at this point," he said.

Howard said he didn't think he'd had a full night's sleep since making his original trade demand. He offered an apology to Magic fans for the back-and-forth ordeal, but not for taking his due diligence to make it.

"There's no decision about your life that you're gonna make in one day or one hour," he said.

But the four months it took Howard to make a decision impacted a lot of other people.

Howard first requested a trade during the preseason and at the time he expressed frustration with Magic management and what he felt was an unwillingness to include him in personnel decisions or to improve the roster around him. He went as far as to praise the relationship he felt All-Star Dirk Nowitzki has with Mavericks' owner Mark Cuban.

He maintained that stance until changing his mind this week and expressing a desire to remain in Orlando this season, though he initially refused to waive his opt-out provision.

Howard said he made his decision to waive the early termination clause in the hours after the Magic's loss to San Antonio Wednesday night and then notified the team via phone calls and text messages while on the team plane.

His teammates were apparently unaware of the final change of heart, with Magic guard Chris Duhon posting on his Twitter account "Off to Orlando and the waiting game begins" shortly after the Spurs' game.

But now Howard wants to put all that behind them.

Howard says he's "all in" now and ready to give the organization a full season to improve the roster going forward.

The Magic are 28-16 this season and seven games behind first-place Chicago. And despite everything Howard is averaging 21.2 points and a career-best 15.2 rebounds.

"Now we can get back to playing basketball and having some peace and trying to win a championship," said Howard. "I feel like we have a chance to win want and I didn't feel like either one of us (he or the organization) should give that up."

Howard said repeatedly Thursday he was both relieved and expressed a desire to make this a championship year for Orlando to make up for the off-court storms.

But with no long-term commitment how long the calm will last is certainly still an open proposition.

Unless Smith and Magic CEO Alex Martins can add pieces around Howard between now and the summer of 2013, this entire ordeal is set to play out one more time. Then there won't 'be an extra year to lean on.

The Magic didn't make player moves Thursday, but Smith said improving the roster and resigning Howard go hand-in-hand.

The Magic also would appear to have the advantage in signing Howard long-term because of provisions in the league's new collective bargaining agreement give the Magic the ability to offer Howard $30 million more than any other team if he becomes a free agent.

Orlando can offer him a five-year contract extension with 7.5 percent annual raises, while other teams are capped at offering a four-year pact with only 4.5 percent raises.

Martins, who has only been the Magic CEO since the preseason, said that part of the process was building a new relationship with Howard that he didn't have before.

Martins said his focus will be on making Orlando what Howard needs it to be in hopes of getting the center to sign a long-term deal.

But they can't come to an agreement, Howard could still be leaving Orlando ? just at a later date.

Martins said having experienced O'Neal walk away in 1996, like his GM, was going to put the Magic first no matter what.

"History plays a role in everything...and we were not going to suffer the same thing we did in the mid-90s," he said. "But if Dwight made a different decision, we were prepared.

"Loyalty is hard to find ... he's gotta be commended for the loyalty he's showing here."

Howard said his isn't concerned with the end of the next season.

"When the time comes we'll deal with it then," Howard said. "I have to put my trust in Alex and Otis...I want to win a championship and that's the only thing that matters."

PayPal backs down on erotic e-book ban

In an about face of a policy that in recent weeks threatened to cut off the accounts of?erotica e-book?publishers that may publish "obscene" content, PayPal has updated its policy to focus on the removal of specific e-books, rather than mandate the removal of entire classes of books.

PayPal's director of communications, Anuj Nayar, wrote a blog post on March 8 that made it clear PayPal?"is a payments company. But back in late February, e-book publishers such as Smashwords said it was given only a few days to "achieve compliance" or else have its PayPal services deactivated. Founder?Mark Coker emailed?Smashwords authors, publishers and literary agents to let them know about PayPal's crackdown in requiring them to remove categories of books that may contain rape, incest or bestiality -- labeling such actions as censorship.

And with that, it was able to rally groups such as the Electronic Frontier Foundation (EFF), The American Booksellers Foundation for Free Expression (ABFFE) and the National Coalition Against Censorship (NCAC) for support.

Nayar reiterated PayPal's acceptable-use policy, which?prohibits the use of the payment service for the sale of e-books that contain any of the above practices in text and/or images, as well as anything that includes child pornography.

He also tried to reassure customers and others who clamored against PayPayl for infringing on freedom of speech that the company did not shut down e-book publishers and that it was "working with the small number of affected merchants to come to a mutually agreeable solution that allows maximum freedom of expression, while protecting PayPal from the brand, regulatory and compliance risk associated with this type of content."

Nayar wrote a blog post Tuesday that updated the policy to focus on "individual books, not on entire 'classes' of books. Instead of demanding that e-book publishers remove all books in a category, we will provide notice to the seller of the specific e-books, if any, that we believe violate our policy. We are working with e-book publishers on a process that will provide any affected site operator or author the opportunity to respond to and challenge a notice that an e-book violates the policy."

Smashwords' Coker responded with another email proclaiming victory:?

"This is a big, bold move by PayPal. It represents a watershed decision that protects the rights of writers to write, publish and distribute legal fiction. It also protects the rights of readers to purchase and enjoy all fiction in the privacy of their own imagination. It clarifies and rationalizes the role of financial services providers and pulls them out of the business of censoring legal fiction."

Senate ready to pass highway programs overhaul

WASHINGTON (AP) ? The Senate is poised to pass an overhaul of highway and transit programs that gives states greater flexibility over how they spend federal aid, streamlines environmental regulations to get projects built faster and seeks to generate greater private investment in transportation projects.

More than 20 amendments ? including proposals to allow states to charge tolls on interstate highways, provide tax credits for alternative energy and cars that run on natural gas, and permit more flights over the Grand Canyon and other national parks ? are set to be decided Tuesday in an all-day marathon of voting.

The bill has unusual bipartisan support. Its chief co-sponsors, Sens. Barbara Boxer, D-Calif., and James Inhofe, R-Okla., frequently are described as political polar opposites.

The measure would spend $109 billion over less than two years. That's far short of the level of spending that two congressional commissions have said is needed if the U.S. is to maintain its aging roads and bridges and bus and train systems, and to expand the national transportation network to meet population growth between now and 2050.

Senate Democrats have been pitching the measure as a jobs bill, predicting it would create nearly 3 million jobs. But economists say it's not certain the bill would create any more jobs than would be created by the same amount of money spent on something else.

The bill would increase the flow of highway aid to states by adjusting current spending levels to take into account inflation over the past several years. States would have greater discretion over how to spend the money, but the bill also would create a new regime of performance and project eligibility requirements aimed at preventing waste and making sure national goals are met.

A credit assistance program that helps leverage private investment for transportation projects of national and regional significance would be increased tenfold to $1 billion. In the past, the program has been able to generate as much as $30 in private capital for every $1 in aid, Boxer has said.

The measure also would reduce the number of federal transportation programs by roughly two-thirds in an effort to eliminate duplication. Bicycle, pedestrian, safe routes to schools and rails-to-trails programs ? which were targeted by Republicans ? were preserved by moving them into a larger congestion mitigation program where they would have to compete with other programs for money.

Safety measures in the bill would toughen regulation of the long-distance and tour bus industries, including setting deadlines for government requirements that buses have seat belts, improved roof strength, anti-ejection window glazing and rollover crash avoidance systems. The bus industry transports about 750 million passengers a year, roughly the same as the domestic airline industry.

One thing the bill doesn't do is resolve how to keep the Federal Highway Trust Fund solvent. The fund pays for highway and transit programs, but revenues have declined while spending has remained the same. The largest source of money for the fund is federal gasoline and diesel taxes, which have been down for several years because of the economic downturn and because the fuel efficiency of cars and trucks is increasing.

The bill pays for highway programs through next year through a combination of fuel taxes, cuts to other federal programs and tax changes, but then leaves the trust fund empty. Some senators have been critical of the provisions that are supposed to pay for transportation programs since they raise about $10 billion over 10 years, but spend it in the first two years.

The highway bill "is so popular that members on both sides of the aisle are willing to kick the can down the road," Sen. Bob Corker, D-Tenn., said. "I think the American people understand that passing a bill that spends money over two years and tries to recoup it over a 10-year period is a highway to insolvency."

Lawmakers are under pressure to act quickly. The government's authority to levy federal fuel taxes ? which raise about $110 million a day ? and to spend money from the trust fund expires March 31.

When my daughter attended Kindergarten, one of the focuses for learning was sight words. These are words that children should know how to read without sounding them out. Church of England Bishop Rallies To Prevent a Catholic King

The headlines scream: ?Catholic monarch could put Church of England in peril, bishop warns.?

Come on. With all the calamity the Church of England has been inviting upon itself for decades, is focusing on the possibility of a Catholic monarch really the thing that they?re going to worry about? It might appear so.

There?s recently been some talk that England may finally toss its three hundred year old anti-Catholic law barring a Catholic from ascending the throne, but at least some in the Church of England are vowing to fight a repeal.

The Telegraph is reporting:

The Bishop of Leicester, the Rt Rev Tim Stevens, who leads the 26 bishops who sit in the House of Lords, tells The Sunday Telegraph that David Cameron?s policy to end Britain?s 300-year-old succession laws risks overturning the Church?s constitutional role?

He argued that the Prime Minister?s plans to repeal the ban on the monarch being married to a Catholic posed a serious potential risk. Currently the Queen is required to take on the role of Supreme Governor of the Church of England ? making it the established Church. But the bishops said that it would be impossible for a Catholic monarch to have that role?

?If the heir to the throne is brought up as a Catholic, and therefore, under the present disciplines of the Roman Catholic Church, is not able to be in communion with the Church of England, it effectively renders a Catholic heir incapable of being the Supreme Governor of the Church of England, so clearly that?s a more complicated issue than it appears at first sight,? he said.

Bishop Stevens said that a change to the Act of Settlement with the potential to disestablish the Church of England would be something that bishops ?would have to resist?.

The Church of England?s will to resist anything may have atrophied by now but we?ll see. Perhaps some good ol? anti-Catholicism can stoke the embers of the cooling C of E.

My only advice is they better do it soon or else there won?t be any Anglicans left to stoke.

Odd that they?re not simply considering that maybe a monarch shouldn?t be the head of the Church of England. But that would kinda? negate the whole point of the Church of England in the first place, wouldn?t it? If they ditched that, methinks a little note of apology would be owed to the descendants of Sir Thomas More. Oops. Our bad.

That would seem to be a reverse Henry 8th but the Church of England has been publicly decapitating themselves for so long, I think we?re all just waiting for the head to roll.
